    Sorry, but I cannot duplicate your problem. On the Tiki demo siteQuestion, I'm able to see all 3 toolbars (and even add more) in WYSIWYG mode.

    You need to confirm that you're not using wiki syntax for your pages, that the page was created in WYSIWYG (HTML) mode, and that you're not switching back-and-forth.
