Help/ideas/suggestions on a project.

One of the things that I particularly like about Tikiwiki is the built
in RSS newsfeeds for different aspects of a site. So, this is the project I
was looking to TikiWiki to handle and might need some advice on it. One of
my passions is with the rights of the underdog in society. I've joined a
local board of directors for the a Shelter and Services in my area. So,
then I thought of something that would be interesting and I'd like some
advice on how one might do this best. There is a North American Street
Newspaper Association which is affiliated with the National Coalition for
the Homeless. For some background those sites are:

Noticing that TikiWiki is capable of creating syndicated pages, I
thought this would be a great way to publish free content for these
publications and to have it syndicated.
I'm not entirely sure how I'd do this though. I could setup a tikiwiki
installation and then create a category for each group/street newspaper.
I'm hoping someone can give me advice on this. Would it be easy enough to
create a syndication or group of them that are specific to each member group
or category? I'm thinking category fits better than dividing content by
user groups... maybe. My thought was that many user groups could have the
same user group identification and thus it would be hard to associate
certain blogs, forums, galleries, articles and etc. with a particular group,
or street newspaper.
Any thoughts are welcome.
