Thanks ricks99 for your help. I tried to read the doc page you recommended, but I only see blank page.

I had granted Registered group with following permissions:

tiki_p_edit
tiki_p_edit_categorized
tiki_p_lock
tiki_p_minor
tiki_p_post_comments
tiki_p_upload_picture
tiki_p_view_freetags
tiki_p_vote_comments
tiki_p_watch_structure
tiki_p_wiki_attach_files
tiki_p_wiki_view_source
tiki_p_wiki_vote_ratings

What kind of permission do you think I should add to allow Registered usres translate a page belongs to a Structure?
