Hello,

I thought about changing the behaviour of tiki's user mail:

- allow admin always to send mail to user, even if the user has disabled receiving 'user mail' in his account
- allow users to reply to mails they got, even if the sender has disabled receiving 'user mail' in his account

Any complaints, comments? 😊
