History: Bootstrap Team Intro

It was decided at TikiFestMontreal-Ottawa11 in April 2013 to implement Bootstrap framework
compatibility in an upcoming version of Tiki. The purpose of the Bootstrap Team is to do that.
Next major coding steps in November 2013 at the TikiFestBootstrap in Canada.
