Looks like your 1.10 file and database structure updates are out of sync, and something needs to be added to the database structure. You can run the db/tiki_1.9to1.10 upgrade script or manually paste it (or the part related to the part that's causing your error — probably near the end of the file) into the phpMyAdmin sql statement box and submit.
