Update from more testing
It looks like a user in the EDITOR group can see and edit the individual pages in the structure. I tested this by logging on as a user in the EDITOR group and using the LIST PAGES menu entry.
However, if that user clicks on the the STRUCTURES menu selection, the structure that I am trying to give them access to is not listed.
The only structures that are listed are the ones that have no privileges assigned to them.
