Can't you just create a temporary mySQL database, import the Tiki database, change the character encoding, and re-export it?

Actually, when I installed 5.1 I had character encoding issues and I simply changed the character encoding without any exporting/re-importing. It seemed to work.

I know this isn't technically converting the character set data but maybe you don't actually have to.
