Tiki is *supposed* to run on Windows 7, although Windows is definitely not the best supported OS. You could try the WebPI installer if you have trouble this way.

Did you try going to a file directly, for example tiki-index.php which is indeed the start page, or tiki-install.php where you should be brought?
