I haven't been able to find a page to create forums, even under admin control. Can you help? What am I missing?

DId you miss our TikiMovies? 😊
If you're writing this as a plain new TikiAdmin using moreneat you obviously just missed the legendary "::" trick in the Application Menu.

    sunilfotedar,

Some of the themes in TIkiWiki use doulbe colons : as menu expanders, if you click on those a further range of options can be found.

    Some themes use a
    Copy to clipboard
    [-] [+]
arrangement. On these themes under Admin->General there are options to change the display to a folder icon.

As chealer says we also have some of the basic setup covered in Flash movies which can be found at TikiMovies
