To change from PHP sendmail to SMTP, simply change the mail sender option from Sendmail to SMTP, then include your mail details. See the docs for details.
You can test the mail feature by using the Email to send a test mail to field, also on the Admin: General page. There is also an option to test your site's mail-sending capability during the installer.
Your references to "mail notifications" and "events" indicates that you're attempting to specify custom notifications. Sorry, I may have been confused as to what you're trying to accomplish.
If you're using a Windows server, I recommend using the Microsoft Web Platform installer.
