I have no fix or so and I do not know, if the problem is related to the upgrade script (what I would assume) or to the code of the feature itself.
Please check:
Do you have a backup of the site?
You could try to manually export/import the relevant table of the database (ex.: in phpMySQL).
You could try to upgrade directly from 11.1 to 14.0 beta and see, if the same problem appear.
