I assume that the home page on mods.tikiwiki.org, like it is here at tikiwiki.org, is not actually a Wiki page, but a list of articles, which is why it is clean, and cannot be edited.
There is a setting to change your home page to the Wiki home or the Article Home, or something else (I think). I haven't played around a lot with articles, this is just from what I have seen so far.
