    I'm not sure. I have a test Tiki 24 site, and I granted the following permissions to the Anonymous group:

    • tiki_p_forum_read
    • tiki_p_forum_post
    • tiki_p_forum_post_topic


    And all users (even those who are not logged in) can create a new topic (thread) in the forum.

    I think you have a conflict somewhere either with:

    • Group inheritance
    • Category or Forum-specific permissions
    • Forum settings
