Gallery is visible to non-admin users? - how to set default to 'y'?

v1.8.3 (CVS) -Polaris

I'm logging in as a registered user with permissions to create image galleries. I create a new image gallery, but then that gallery isn't being displayed. Reason: "Gallery is visible to non-admin users?" is defaulting to 'n'. If I login as admin, edit the gallery that my registered user has just created and set to 'y', then my registered user can now (of course) see the gallery.

So how do I get "Gallery is visible to non-admin users?" to default to 'y'?

Thanks!

This may be related to a bug I found in 1.7.8

Module show_image.php, the 'feature_galleries' is not set correctly,
and so images were not displayed for me. It was using 'setup_base'
instead of 'setup', see my change to show_image.php below:

show_image.php:

//include_once("tiki-setup_base.php");
include_once("tiki-setup.php");
