    it seems as if there is an error in the phpCAS-mod package.

    try to get phpCAS from here :
    http://downloads.sourceforge.net/esup-phpcas/esup-phpcas-0.5.1-1.zipQuestion

    unpack the zip file and copy all files
    from esup-phpcas-0.5.1-1/source/CAS
    to /your/tikiwiki/mods/features/phpcas/source/CAS
