I've tried doing something like that and I can tell you it's a lost battle, considering how each and every one of the major browsers has it's own way of interpreting CSS recomendations and layer positioning , not to mention that CSS can't offer some of the features of tables. I've tried to recreate the header, footer and 3 columns using layers and the only solution that I found working included a nasty hack (allowing it to work on all browsers).
